Looks like probably a Pobeda-based FSO Warszawa beside it.
On the Bellett note, a few years ago on local CL, someone had a barnfind Bellel diesel, and it was cheap. Apparently they were sold here for a couple years in the early 60s.

I thought it was a Volvo pv444. You are right it is a FSO Warszawa M20 / 200.

Wow I did not know the U.S.A. got the Bellel. I knew Canada got the Bellett, but not that the USA got any 60's Isuzus.

Yep, I think mostly around 1962-64. I remember scanning CL and seeing something weird, a rear quarter view of a Bellel. It caught my eye, but one hobby car is enough for me. A google reveals some survivors with old black CA plates, I suspect most were sold (and survived) on the west coast.
